Decimal hours = whole hours + minutes ÷ 60. Reverse: round(decimal hours × 60) to the nearest minute, then split into hours and remaining minutes.

7 hours 30 minutes is 7.5 decimal hours, not 7.30. In reverse, 7.75 decimal hours is 7 hours 45 minutes.
